how do you put a picture on your file

Click on user cp,click on edit profile picture, then scroll down to where it says http//www

then enter the url of the picture you want in there.

or go to edit avatar and go to photobucket.com and find what you want and enter the url to it on the "set avatar field OR set one of our default avatars by our very own pheonix(the staff member not the legendary fire bird -.-)

What both of them said is valid, but lemme just make it easier for you and add a couple things.

You can add two things. A profile picture(only viewable on your user page) and an avatar(visible next to username). On these you can add a picture/image/photo two ways: Upload one from your computer or add a URL of an Image that's already on the Web.
